Today, the Washington Times incorrectly accused the White House of ignoring warnings of trouble ahead for government-sponsored enterprises (GSEs) and neglecting to "adopt any reform until this summer," when it was too late. "Neither the White House nor Congress heeded the warnings, Fannie and Freddie retained strong bipartisan support during the 1990s and early part of this decade." Over the past six years, the President and his Administration have not only warned of the systemic consequences of failure to reform GSEs but also put forward thoughtful plans to reduce the risk that either Fannie Mae or Freddie Mac would encounter such difficulties. In fact, it was Congress that flatly rejected President Bush's call more than five years ago to reform the GSEs. Over the years, the President's repeated attempts to reform the supervision of these entities were thwarted by the legislative maneuvering of those who emphatically denied there were problems with the GSEs.
2001
April: The Administration's FY02 budget declares that the size of Fannie Mae and Freddie Mac is "a potential problem," because "financial trouble of a large GSE could cause strong repercussions in financial markets, affecting Federally insured entities and economic activity." 2002
May: The Office of Management and Budget (OMB) calls for the disclosure and corporate governance principles contained in the President's 10-point plan for corporate responsibility to apply to Fannie Mae and Freddie Mac. (OMB Prompt Letter to OFHEO, 5/29/02)
2003
February: The Office of Federal Housing Enterprise Oversight (OFHEO) releases a report explaining that unexpected problems at a GSE could immediately spread into financial sectors beyond the housing market.
September: Then-Treasury Secretary John Snow testifies before the House Financial Services Committee to recommend that Congress enact "legislation to create a new Federal agency to regulate and supervise the financial activities of our housing-related government sponsored enterprises" and set prudent and appropriate minimum capital adequacy requirements.
September: Then-House Financial Services Committee Ranking Member Barney Frank (D-MA) strongly disagrees with the Administration's assessment, saying "these two entities – Fannie Mae and Freddie Mac – are not facing any kind of financial crisis … The more people exaggerate these problems, the more pressure there is on these companies, the less we will see in terms of affordable housing." November: Then-Council of the Economic Advisers (CEA) Chairman Greg Mankiw explains that any "legislation to reform GSE regulation should empower the new regulator with sufficient strength and credibility to reduce systemic risk." To reduce the potential for systemic instability, the regulator would have "broad authority to set both risk-based and minimum capital standards" and "receivership powers necessary to wind down the affairs of a troubled GSE." 2004
February: The President's FY05 Budget again highlights the risk posed by the explosive growth of the GSEs and their low levels of required capital and calls for creation of a new, world-class regulator: "The Administration has determined that the safety and soundness regulators of the housing GSEs lack sufficient power and stature to meet their responsibilities, and therefore … should be replaced with a new strengthened regulator." (2005 Budget Analytic Perspectives, pg. 83)
February: Then-CEA Chairman Mankiw cautions Congress to "not take [the financial market's] strength for granted." Again, the call from the Administration was to reduce this risk by "ensuring that the housing GSEs are overseen by an effective regulator." (N. April: Rep. Frank ignores the warnings, accusing the Administration of creating an "artificial issue." At a speech to the Mortgage Bankers Association conference, Rep. Frank said "people tend to pay their mortgages. I don't think we are in any remote danger here. This focus on receivership, I think, is intended to create fears that aren't there." June: Then-Treasury Deputy Secretary Samuel Bodman spotlights the risk posed by the GSEs and calls for reform, saying "We do not have a world-class system of supervision of the housing government sponsored enterprises (GSEs), even though the importance of the housing financial system that the GSEs serve demands the best in supervision to ensure the long-term vitality of that system. Therefore, the Administration has called for a new, first class, regulatory supervisor for the three housing GSEs: Fannie Mae, Freddie Mac, and the Federal Home Loan Banking System." 2005
April: Then-Secretary Snow repeats his call for GSE reform, saying "Events that have transpired since I testified before this Committee in 2003 reinforce concerns over the systemic risks posed by the GSEs and further highlight the need for real GSE reform to ensure that our housing finance system remains a strong and vibrant source of funding for expanding homeownership opportunities in America … Half-measures will only exacerbate the risks to our financial system." July: Then-Minority Leader Harry Reid rejects legislation reforming GSEs, "while I favor improving oversight by our federal housing regulators to ensure safety and soundness, we cannot pass legislation that could limit Americans from owning homes and potentially harm our economy in the process." August: President Bush emphatically calls on Congress to pass a reform package for Fannie Mae and Freddie Mac, saying "first things first when it comes to those two institutions. August: Senate Committee on Banking, Housing and Urban Affairs Chairman Christopher Dodd ignores the President's warnings and calls on him to "immediately reconsider his ill-advised" position. December: President Bush again warns Congress of the need to pass legislation reforming GSEs, saying "These institutions provide liquidity in the mortgage market that benefits millions of homeowners, and it is vital they operate safely and operate soundly. So I've called on Congress to pass legislation that strengthens independent regulation of the GSEs – and ensures they focus on their important housing mission. The GSE reform bill passed by the House earlier this year is a good start. But the Senate has not acted. And the United States Senate needs to pass this legislation soon." (President George W. February: Assistant Treasury Secretary David Nason reiterates the urgency of reforms, saying "A new regulatory structure for the housing GSEs is essential if these entities are to continue to perform their public mission successfully." March: President Bush calls on Congress to take action and "move forward with reforms on Fannie Mae and Freddie Mac. They need to continue to modernize the FHA, as well as allow State housing agencies to issue tax-free bonds to homeowners to refinance their mortgages." (President George W. April: President Bush urges Congress to pass the much needed legislation and "modernize Fannie Mae and Freddie Mac. [There are] constructive things Congress can do that will encourage the housing market to correct quickly by … helping people stay in their homes." (President George W. May: President Bush issues several pleas to Congress to pass legislation reforming Fannie Mae and Freddie Mac before the situation deteriorates further.

"Americans are concerned about making their mortgage payments and keeping their homes. July: Congress heeds the President's call for action and passes reform legislation for Fannie Mae and Freddie Mac as it becomes clear that the institutions are failing.
September: Democrats in Congress forget their previous objections to GSE reforms, as Senator Dodd questions "why weren't we doing more, why did we wait almost a year before there were any significant steps taken to try to deal with this problem? … I have a lot of questions about where was the administration over the last eight years." America, now that you’ve gotten this far, you should already be deciding on how to vote the individuals out of office (BARNEY FRANKS, CHRIS DODD, HARRY REID &, NANCY PELOSI) that are responsible for our present economic problems. As you will see, this goes on for quite a bit.

Barney Frank Cried Racism And Look What Happened

The Boston Globe reported today...
The roots of this crisis go back to the Carter administration. That was when government officials, egged on by left-wing activists, began accusing mortgage lenders of racism and "redlining" because urban blacks were being denied mortgages at a higher rate than suburban whites.
The pressure to make more loans to minorities (read: to borrowers with weak credit histories) became relentless. Congress passed the Community Reinvestment Act, empowering regulators to punish banks that failed to "meet the credit needs" of "low-income, minority, and distressed neighborhoods." Lenders responded by loosening their underwriting standards and making increasingly shoddy loans. The two government-chartered mortgage finance firms, Fannie Mae and Freddie Mac, encouraged this "subprime" lending by authorizing ever more "flexible" criteria by which high-risk borrowers could be qualified for home loans, and then buying up the questionable mortgages that ensued.
All this was justified as a means of increasing homeownership among minorities and the poor. Affirmative-action policies trumped sound business practices.
"Lack of credit history should not be seen as a negative factor," the Fed's guidelines instructed. Lenders were directed to accept welfare payments and unemployment benefits as "valid income sources" to qualify for a mortgage. Failure to comply could mean a lawsuit.

But his fingerprints are all over this fiasco. Time and time again, Frank insisted that Fannie Mae and Freddie Mac were in good shape. Five years ago, for example, when the Bush administration proposed much tighter regulation of the two companies, Frank was adamant that "these two entities, Fannie Mae and Freddie Mac, are not facing any kind of financial crisis." When the White House warned of "systemic risk for our financial system" unless the mortgage giants were curbed, Frank complained that the administration was more concerned about financial safety than about housing.
Now that the bubble has burst and the "systemic risk" is apparent to all, Frank blithely declares: "The private sector got us into this mess." Well, give the congressman points for gall. Wall Street and private lenders have plenty to answer for, but it was Washington and the political class that derailed this train. If Frank is looking for a culprit to blame, he can find one suspect in the nearest mirror.
Granting loans to minorities. Pressuring banks to give loans to people without credit worthiness threatening lawsuits from Barak Obama's group called ACORN.
See the plot thickens now when you see the full picture, and the liberal media actually doing what it is paid to do. Investigate the truth without taking sides.
For too long the liberal media has blamed the Bush administration, meanwhile through the back door, Democratic leaders like Christopher Dood, and Barney Frank were sabotaging our financial stability and single handily crashed the housing market in the United States for years to come.
Democrats can blame the eight years of Bush's failed economic policies all they want.
Now, behold, the truth and the whole truth is coming out and it is the governments interfering with the banking system, and forcing banks to loan money to minority borrowers who did not qualify, threatening racial lawsuits and monetary judgments.
All in the name of the glorious Marxist, socialism plan of Barney Frank, Christopher Dodd and yes, Barak Obama and his ties to ACORN who were the very firm that threatened lawsuits and received monetary paypacks for putting pressure on the FED'S to loan the money to minorities.
Change...this is the change Barak Obama is calling for?

Now this will make some of you Obama supporters angry that this information was not made available to you prior to the elections---it was; you just chose to ignore it. jcr

Do you remember how we told you that the Democrats and groups associated with them leaned on banks and even sued to get them to make bad loans under the Community Reinvestment Act which was a factor in causing the economic crisis (see HERE ) well look at what some fellow bloggers have dug up while researching Obamas legal career. Looks like a typical ACORN lawsuit to get banks to hand out bad loans.
In these lawsuits, ACORN makes a bogus claim of Redlining (denying poor people loans because of their ethnic heritage). They protest and get the local media to raise a big stink. This stinkmeans that the bank faces thousands of people closing their accounts and get local politicians to lobby to stop the bank from doing some future business, expansions and mergers. If the bank goes to court, they will win, but the damage is already done because who is going to launch a big campaign to get the banks reputation back?
It is important to understand the nature of these lawsuits and what their purpose is.ACORN filed tons of these lawsuits and ALL of them allege racism.

THE seeds of todays financial meltdown lie in the Community Reinvestment Act - a law passed in 1977 and made riskier by unwise amendments and regulatory rulings in later decades.
CRA was meant to encourage banks to make loans to high-risk borrowers, often minorities living in unstable neighborhoods. That has provided an opening to radical groups like ACORN (the Association of Community Organizations for Reform Now) to abuse the law by forcing banks to make hundreds of millions of dollars in subprime loans to often uncreditworthy poor and minority customers.
Any bank that wants to expand or merge with another has to show it has complied with CRA - and approval can be held up by complaints filed by groups like ACORN.
In fact, intimidation tactics, public charges of racism and threats to use CRA to block business expansion have enabled ACORN to extract hundreds of millions of dollars in loans and contributions from Americas financial institutions .
The Woods Fund report makes it clear Obama was fully aware of the intimidation tactics used by ACORNs Madeline Talbott in her pioneering efforts to force banks to suspend their usual credit standards. Yet he supported Talbott in every conceivable way. He trained her personal staff and other aspiring ACORN leaders, he consulted with her extensively, and he arranged a major boost in foundation funding for her efforts.
And, as the leader of another charity, the Chicago Annenberg Challenge, Obama channeled more funding Talbotts way - ostensibly for education projects but surely supportive of ACORNs overall efforts.

The Clinton-Reno threat of vigorous enforcement pushed banks to make the now infamous loans that many blame for the current meltdown, Richman said. Banks, in order to not get in trouble with the regulators, had to make loans to people who shouldnt have been getting mortgage loans.
This threat combined with the government backing of Fannie and Freddie set the stage for the current uncertainty, because the banks could just sell the loans off to Fannie or Freddie, who could buy them with little regard for negative financial outcomes, Richman said.

Now that I’ve decided it’s easier to include these transcripts then write down the websites, I’ll continue in this manner-at least for a while. I have tried to do my own research as diligently as I could, &, I researched the research I uncovered & I am convinced the data is very accurate. So, let’s get to it.

Obama duped you. He was a part of the problem that caused the housing markets to collaspe & yet, he blamed Pres Bush & pretended to not know of the reasons for the collaspe. The pro-biased Obama news media had this information & kept it from you because of their own agendas. Senator McCain chose not to exploit this (good man that he is) &, this, along with other unexploitedness cost him the election.

If you didn’t know it before, I am not an Obama supporter & I voted for McCain. That being said, the information you are now reading is basically the same information I tried to get others to read long before the elections.

Obama is a liar & will deceive you every chance he gets. It’s the way he is built. He will tell you what you “need to hear as opposed to what you want to hear”---a direct Obama quote. He knew he sued Citibank (as an lawyer for Acorn) back on July 6, 1994 under CRA which would have forced lending institutions to grant loans to those that were less then credit worthy.

When President Bill Clinton pressured a Republican controled Washington to repeal the Glass-Steagal Act in 1993, the collaspe of the housing market was sealed. Obama knew this because he took advantage of the repeal to sue the lending institutions. & here it is, 15 years later & Obama is still lying about who’s at fault for the collaspe.

That being said, Obama lied to get into office & now that he’s still lying, can you honestly expect him to tell you the truth? He’s already back-tracked from several of the issues that he promised to attend to when he first assumes office.

&, for you Obama supporters that think his moving so quickly to get positions filled is a good sign, do your own homework & quit relying on the pro-Obama biased media. He’s filling these positions with people that will fight his battles for him. This way, he will accept the battles won &, accredit the one’s he loses to others. His history as a stand-up, take-charge person shows this---he doesn’t have one.

Obama is very shrewed. He promised you “change” & yet how much “change” can you really expect with his naming Clinton & Richardson to his team? He’s already chosen many people out of former Pres Bill Clintons administration.

America, hope for the best but be prepared for the worst.

JUST ABOUT SPORTS

hello america! happy new year to you & all that good stuff. i have so much to say that i really don't know where to start at. but, trust me, we'll get there eventually.

this has been a rough week for me because my DENVER BRONCOS lost a game they not only should have won but, they should have wrapped up the division weeks ago. true, we've had a lot of key injuries, especially at the running backs & corner backs positions but, that's no excuse---the offense just fell apart. regardless of the fact that we have no defense, we have the type of offense that can score 40 points every game on any team. turnovers hurt us more then anything else this season. then there's the coach---or, i should say the former coach. i love mike shanahan but, he became to stagnant for the talent & speed on the team. I am not going to bash him but, i never did like his 15 scripted play system. anyhow, i wish him the very best & i hope we never have to go up against him. PAT BOLEN, YOU DID GOOD. in this day & age of football, a coach needs to coach & leave everything else to others---it's just too much pressure to coach & be a gm to. hey mike, in truth, the defense coach should have been fired the 3rd game of the season---you know it &, i know it.

all that being said, mike has been, is, &, will be a great coach. our next coach has a great pool of talent to work with & if he/she is has any sense, they will focus on the defense & let cutler run the offense---it's just that simple. i expect great things from them next season no matter who the coach may be.

the dallas cowgurls really showed what they are not made of---HEART---someone needs to take tony romo to the side & teach him what pressure is. the philly beagles started the game with intensity & ended it with intensity:::they didn't outplay the cowgurls, the cowgurls just didn't show up. that being said, the beagles may not go any further then saturday---they too need to teach mcnabb pressure-he does not handle it well.

the jets & brett-what can i say? now brett wants to take a couple of weeks to decide if he's going to return---fire him now & let's end the drama. he is not what he used to be.

the gee eye ants---they better learn how to score more because their defense will not carry them through the playoffs.

my ny knicks suck & they still have all that talent. now, if they just had a coach that could meld all that talent together, they would be a force.

big congrats to usc---i always thought penn state was over-rated.

can hardly wait until ou beats florida.

my yankees are loaded & looking for more so, tell all those other baseball teams not to even show up.
